Job Description :
POSITION IN THE ORGANIZATION
The Commissioning Engineer reports functionally to the Head of Construction and Commissioning of Renewable Gases Europe and operationally to the Execution Project Manager of the project to which is delegated with an interface communication through Site Manager.
TASKS AND RESPONSIBILITIES
Commissioning mobilization, Back office duties, contractors coordination, and hand over to O&M :
Able to manage all topics on commissioning activities, from the hand over Construction to Commissioning, preparation phase to the performance testing, until the handover of the Site to the Operation & Maintenance team.
Support Project Management in the preparation phase of Site Commissioning
Be familiar with the project execution plan, schedule, procedures, cost efficiency, status of documentation, site conditions, applicable local regulations, restrictions, etc.
Participate to Site coordination Meeting
Deploy on Site the Client Quality Management System, making sure that all contractors have received the documentation and understand the requirements.
Create commissioning-specific procedures
Organise all commissioning tasks on site following requests of PM & SIM until the delivery to the Operation and Maintenance team.
Be an interface with engineering to develop, create and submit Commissioning procedures.
HSE:
Responsible for the HSE linked to Commissioning activities.
Lead by example, HSE as a value and displaying an honest, caring attitude.
Implement HSE policy, processes, and procedures, organizing the necessary training of contractors’ staff and O&M’ staff.
Develop a safety culture during the commissioning phase, both within the project team and contractors.
Report all HSE event to the Site Manager and/or HSE manager.
Participate by a strong behaviour to the HSE targets : zero lost time, injuries, or fatalities.
SITE LIFE AND REPORTING:
Prepare to SIM a coordination map dedicated to Commissioning activities.
Be proactive on commissioning documentation to ensure that activities are being executed efficiently and in safe conditions.
Support SIM on needs about commissioning spares, tools, etc.
Participate at the coordination meetings with participation by giving information on time on schedule.
Promptly escalate to the Project Manager & Site Manager any risk or issue that can damage the performance of the project.
Provide commissioning KPI information and reports, in accordance with requirements.
QUALITY:
Responsible for the quality performance of the Site commissioning.
Ensure commissioning gates are well implemented, and that the approved Inspection and Test Plans are properly followed and completed in parallel of commissioning activities.
Ensure that quality control processes are in place and reworks are minimised.
Ensure that any non-conformance (NCR) is promptly reported and processed, and that measures are taken to avoid repetition of mistakes.
Ensure that the commissioning contractors compile red-line documentation and quality records in parallel of physical activities.
Participate to the punchlist life cycle.
Provide commissioning training sessions with the O&M team.
PLANNING:
Responsible for the reporting on schedule performance for commissioning tasks.
Be proactive to find efficient solutions in time saving solutions.
Report critical paths, to SIM for commissioning milestones are achieved on time and any delay is mitigated.
Ensure day-to-day the schedule application on commissioning activities.
Provide progress information to SIM.
BACK OFFICE TASKS :
Coordinate with PM purchasing needs, issuing Purchase Orders linked to commissioning in preparation, execution and troubleshooting phases
Produce technical commissioning documentation.
Support Engineering & Industrialisation team .
Be pro active to propose ways to cost efficiency and recording REX seen during the commissioning activities
Support Operational team in the beginning of new projects or during life cycle.
LOCATION
HQ in Paris is the preferred location but following the evolution of the quantity of Projects in Europe
MAIN INTERFACES
The Commissioning will interact with, among others:
Execution Project Manager / Site Manager
Other project team members: Project Planners, HSE Advisors, Quality Engineers, Engineers, etc.
Suppliers and contractors’ personnel
Industrialisation team (REX)
QUALIFICATION, COMPETENCE AND EXPERIENCE
Degree and experience:
Technical qualification or degree as engineer level.
Experience leading commissioning activities of industrial projects (bioenergy, energy, chemicals, water/waste treatment) in an EPC or construction organisation, with at least three years based on Site.
Very Good understanding of engineering, commissioning processes.
Experience in a multicultural team, with preferably at least one period living abroad.
HSE and QA/QC training or experience.
Languages:
Ability to work in English and French interacting with international teams.
